What's happened? In his just-published, proposed 2010 Operating Budget Mayor Dave has put a 50% funding cut in for WYOU. 50%=$70K. If this amount is passed by the Council, public access television in Madison is unlikely to survive.
Quick history: When Wisconsin Act 42 became law in January 2008, it put a three-year time limit on PEG (public, education, and government access) fees. These are the fees tacked onto the cable bill -- 63 cents per subscriber in Madison. The City funds two channels with these PEG fees -- WYOU and City Channel. (The City allocates additional money to City Channel out of the 5% franchise fee the cable company pays to the City. However, the lion's share of the franchise fee goes to fund other city priorities.) Unless remedial legislation is passed this session, PEG fees will end on January 1, 2011. The legislature has given PEG stations until then to explore other means of support.
What we want: Mayor Dave and the Madison City Council should give WYOU the length of time envisioned by the state legislature to explore other options -- and not cut WYOU's time short a full year earlier.
WYOU provides residents with training in video production, a studio space, and the use of sophisticated editing equipment to complete programs. It is a video equipment library, where residents can check out portable camcorders, lights, microphones and other equipment to create programming. WYOU provides a place where people in the community can meet and produce programs together -- programs that are very relevant to the broader community.
